Above the veil

Of mist, from time to time

There lifts a sail.

Gakoku early 18th century

Gakoku is the author I have in my notebook, and the attribution is corroborated by this link. However I have also seen this haiku attributed to Basho. I can find no further information about Gakoku – very grateful if someone can tell us more about this poet.
